ESE receives funds to purchase essential health equipment

Within the framework of allocating resources to basic health teams (EBS), in this article we present the details of Resolution 85 of 2024. The standard that comes within the package of decisions issued by the Ministry of Health allocates Sixty-six billion three hundred and sixty million six hundred one thousand one hundred and fifty pesos (US$66,360,601,150) State Social Enterprises -ESE- in Antioquia, Cauca, Caldas, Cundinamarca, Nariño and Valle del Cauca.

In addition, it provides resources to the Luis Ablanque de la Plata Municipal Hospital ($6,344,575,718) and the San Agustín Hospital in Puerto Merizalde ($4,828,746,905), institutions that are part of the Buenaventura region.

As stated in Resolution 865 of 2024, all resources allocated to essential health teams must be integrated into the budgets of selected energy service companies. They, in turn, will be responsible for a series of obligations, the most notable of which are:

  • Ensure proper implementation of resources.
  • Submitting technical and financial implementation reports to the Promotion and Prevention Directorate of the Ministry of Health.
  • Uploading and reporting information on the implementation of allocated resources, in the application submitted by the Ministry of Health, in accordance with Resolution No. 2361 of 2016, amended by Resolution No. 737 of 2024, or anything that adds, amends, or replaces it. .
  • Identify health zones and small areas for intervention, with priority given to indigenous settlements in rural and peri-urban areas.
  • Both human talent and vehicles transporting staff, as the case may be, must be properly identified with the logo of the Ministry of Health and Social Protection, which will be provided by the region responsible for monitoring the ministerial portfolio. Likewise, they must wear the medical mission badge in accordance with the provisions of Resolution 4481 of 2012. In any case, the State Social Institution must send the relevant evidence of compliance with this obligation, through photographic or film means.
  • In contractor selection processes, in which the beneficiary and/or receiving entity considers awarding resources by way of pre-payment or advance payment, he must justify in advance the need to agree on the said figure technically and financially. The aforementioned justification must be submitted for approval to the Health Infrastructure Sub-Directorate. If an advance payment number is approved, the beneficiary and/or receiving entity must pre-request the establishment of a trust.

Specific requirements for transferring resources allocated to essential health equipment

In order for the beneficiary State Social Enterprises (ESE) to receive the resource transfer, they must commit to submitting the following documents to the Promotion and Prevention Directorate of the Ministry of Health:

  • Bank certificate: A document issued by a financial institution, with an issuance date not exceeding thirty (30) calendar days. This certificate must include the full name and identity of the owner, in addition to the account number and status.
  • A copy of the Unified Tax Register (RUT).
  • Responsible Administrator Data: Information about the position, full name, phone number, and email address of the official responsible for coordinating resource implementation.

It should be noted that Resolution 865 of 2024 also presents mandatory requirements for the payment of resources and financial returns:

  • Payment of monthly financial returns Created by custom resources.
  • Recover unused resources: If the contracting process in question does not start within three (3) months after the transfer of resources, they must reintegrate the transferred resources, as well as their financial proceeds.
  • Refund remaining balances: At the end of project implementation, they must reintegrate the remaining balances of withdrawn resources.
