A report prepared by the Health Committee of the Italian Conference of the Regions, published on Monday by the digital website Infosannio, indicates that there is a real risk of the collapse of this system and the reduction of important public services.

The analysis, recently presented to the Italian Ministers of Health and Economy, Orazio Schillaci and Giancarlo Giorgetti, respectively, calls for the creation, no later than April 2023, of a working group to assess the financial and legislative measures that make it possible to maintain services. Raffaele Donini, Health Adviser for the Northern Region of Emilia-Romagna and National Coordinator of the aforementioned committee, highlighted the lack of funding for a large part of the expenses incurred to implement measures to combat the Covid-19 pandemic and carry out the massive vaccination campaign against this disease.

Added to this is the significant increase in energy costs currently incurred by health and social care structures, which equates to more than an extra 1.4 billion in 2022 compared to the previous year.

The advisor stressed that the regional administrations are obliged to compensate these investments with their own resources to ensure the balance of the budget.

The analysis notes that “the inability to obtain sufficient resources to provide all necessary assistance entails, for our health, the specific risk of not assisting the most vulnerable sections of the population, while affecting a constitutionally protected fundamental right.”

In recent statements, Donini stated that this deterioration in public health care is taking place “while there is a significant increase in the budget for military expenditures” and emphasized that “the health of citizens must be a priority political obligation for a country like Italy before more than weapons”.
