The Executive Council of the City of Catalonia (MC), meeting in extraordinary session, on Tuesday, approved the amendments presented by the Union to the basic document of the National Health Charter prepared by 54 experts around seven action areas: system health, professionals, governance, sustainability, evaluation, research, innovation and digital transformation. The organization has analyzed the 13 challenges and 67 proposed actions, presented its corrections and observations, and introduced five new actions that it considers “capital” for the future of Catalan public health.
The amendments proposed by the administrative body of the Majority Union of Medical Professionals revolve around three basic axes:
- Strengthening the public nature of the national health system through service delivery entities and outcome evaluation to ensure transparency, accountability, quality and non-profit principle of public health care.
- Improve resource planning, always ensuring that the budget is allocated correctly so that the current and future needs of the system (infrastructure, equipment, professionals, etc.) are determined based on objective data and statistical evidence, with the aim of health services throughout the country. The area meets standards of accessibility, equity, quality and clinical safety.
- Empowering professionals and enhancing their leadership and effective, decisive and binding participation in decision-making. System sustainability also means that professionals feel valued and respected in their jobs and competencies, and so that they can coordinate their work and personal lives, ensuring quality work that promotes physical and emotional well-being.
On the other hand, the MC proposed five new measures aimed at the same lines of action.
>> Challenge 6. Promote strong governance that includes citizens and professionals
CM Action: Rationalize the administrative structure and organizational charts of the health system, unifying CatSalut and ICS into a single structure, making everything directly dependent on the Ministry of Health. Streamlining human resources management by making all professionals in the public health system, regardless of contractual model, directly and solely dependent on public administration.
>> Challenge 8. Reorganize the health system to improve access and quality of care
CM Actions: Implement the care ratios study in all clinical activities for all professional groups, ensuring that the results of the study are implemented throughout the health system. It is necessary to ensure the quality of care, while ensuring that the time available for professionals to care for citizens is sufficient and adapted to the study of pedigrees.

CM Action: Establish teaching staff or medical councils as core elements of centers or regions, with executive capacity to make decisions. Among the powers of these councils is the election of medical or health care directorates and approval of the election of the rest of the medical or health care directors.
MC work: Establishing the necessary mechanisms to gradually equalize the wages of all professionals working in the national health system with the wages of professionals in the closest European countries.

Conduct change management: Establish mechanisms to finance the training, education and research of professionals, with public resources and in non-care times, during the working day, rather than with private or public-private funding.
For the Medical Association, through these contributions, the basic document of the National Health Charter will become “a valid and useful tool for building a strong, fair and universal public health system, taking care of its users and professionals.”
The organization encourages the medical community to evaluate the proposal submitted by experts and submit contributions that are considered individually appropriate before the end of next February 18. An open participatory process For all citizens.
