This appears in an official letter from the Ministry of Health dated December 18, after the full city council in November unanimously approved a motion from the Socialist Workers Party asking the Andalusian government to report on the status of the project.

PSOE council member Natalia Pozon recently pointed out that in February 2022, the current popular mayor, José Luis Sanz, as a candidate for mayor, spoke of this council project, governed by his party, in terms of “imminent construction”; Without “having been achieved yet or anything known about its preparation,” the Andalusian government’s draft budget for 2024 allocates about four million euros for this work.

Pointing out that this project represents a “historic demand” for the Cerro del Aguila neighborhood, the PSOE warned that after designing the new building, bidding for the works and listing their budgets, the Andalusian government of the Popular Party “will and has done absolutely nothing to build it.” “

Only one sign on the plot

The PSOE's proposal was approved unanimously at the regular plenary session in November, with a debate in which socialist Natalia Buzon warned that the PP promised in 2018 up to “seven” new health centers in the city, which have yet to be achieved. Until now.

“They could not manage the European funds and had to turn to the central government to build the Cerro del Aguila Health Center,” he stressed, referring to the Andalusian Popular Party government.

Problems with the winning company

PP Council member José Lugo, responsible for the Cerro Amate area, explained for his part that the project was put out to tender for more than six million euros and if the works do not start it is because “the company awarded” the work contract and he himself resigned.

In this regard, the Ministry of Health document derived from the PSOE proposal specifies that, thanks to the public tender put forward to contract the works of the new health center, an “award proposal” was submitted in favor of the temporary union bid. The companies (UTE) formed by the entities Díaz Cubero and Portillo Telecomunicaciones, are first in the “Points Ranking”.

But after the entity was asked to submit documents of its “capacity and financial solvency” to implement the project, the aforementioned UTE withdrew its offer to go beyond the two-month period for the official award. Accordingly, according to the Board of Directors' letter, the contracting table asked the company to document the second highest-valued bid in the competition, Avanzasi, whose file “is subject to prior inspection, pending adjudication.”
